NISD (National Innovation System Development) has completed a framework for measuring and managing innovation ecosystems. This is the basis for periodic assessment of the current state of innovation activities in locality, as well as determining the development stage of each locality as a basis for developing action plans and distributing suitable resources, towards the overall efficiency of the National Innovation Ecosystem
Recognizing that promoting and developing national innovation is an important thing, NISD has specific activities to approach and support localities, regardless of the level of socio-economic development. Accordingly, NISD has accompanied leaders and specialized departments of the province to promote innovation as well as call for resources and improve the quality of activities for the community, local entrepreneurs, startup community
In 2020, SVF-NISD chooses to be a local specialist unit to assist the provinces in building institutions and action programs to encourage and support the development of innovation ecosystems at the local level. Taking into account the degree of growth of local innovation ecosystems, 2020 is the starting point for an in-depth development of creative activities by local industries, towards regional linkages and value chains.
SVF-NISD has successfully placed itself as a specialist consultant on the strategy and execution of the strategy of developing a innovation ecosystem in the province, and in 2020, SVF will gain the confidence of the leaders of the two provinces, Dong Thap, Daklak and will continue to be a consultant for the period 2021-2025.

Startup Vietnam Foundation has signed a cooperation agreement with the Ministry of Education and Training to implement the project "Supporting students to start a business until 2025" for the period of 2021-2025.
Starting in 2017, Project 1665 has developed a platform to help student projects, which helps students to grow in practice and bring value to the community and society. Innovation and entrepreneurship have become topics of research and training institutions; a network of more than 100 officials and school lecturers trained in basic knowledge of entrepreneurship; 800 trainees have enrolled in business start-up and business administration training courses with many specific outcomes that have been introduced from 2017 to 2019.
In order to continue the successful implementation of Project 1665, the Ministry of Education and Training will collaborate with start-up agencies to create high-quality content on entrepreneurship and innovation relevant to students. At the launch ceremony of the competition on 21 July 2020, a partnership agreement on the implementation of Project 1665 from 2021 to 2025 between the Ministry of Education and Training and the Foundation of Startup Vietnam (SVF) was signed.

Cooperation with the Ministry of Education and Training is a new phase in the mission of VNES, and once again the path chosen by VNES in the program has been confirmed. On October 8 2020, the Ministry of Science and Technology of VietNam in collaboration with Startup Vietnam Foundation (SVF) and Startup World Cup officially launched the National Innovative Technopreneur Contest - TECHFEST 2020. This is a place to seek and support innovative startups founded by Vietnamese in both domestic and international. The contest mainly focuses on fostering innovative thinking, business development skills set and providing the opportunity to exchange and connect with investors, supporting organizations, domestic and international resources. During 3 months, from September to November, the series of training activities, direct interaction, application consultation will take place on online platforms organized by startup communities of provinces, tech communities, associations and startup supporting communities in both domestic and international. The qualifying round takes place from October 8 to November 8, 2020 with the process of submitting project documents online on the official website of Techfest. The organizers will select 60 teams (30 teams in each table) to enter the training session. The semi-finals will take place on November 24, 2020, Ho Chi Minh City and the final is on November 29, 2020, in Hanoi. The winner of the contest will be the representative of Viet Nam to attend Startup World Cup 2021.
Accompanying as the Head of the Organizing Committee, SVF has supported more than 120 connections between startups and the Experts/ Investors. In addition, the contest has the companionship of the community with nearly 100 experts, nearly 50 units/ organizations and more than 610 hours of experts and investors spent on the contest.
The grand finale is the last round of a two-month journey of finding and supporting innovative startups. As a total solution including LMS, Authoring Tool and Virtual Class developed in pure.
